Robert Wertheim, CMB

Chairman of the Board and Chief Executive Officer, Charter Companies

Robert Wertheim has been active in the mortgage banking business since 1958. Early in his career, he served as President and Chief Executive Officer of Knutson Mortgage and Financial Corporation of Minneapolis and also as Executive Vice President of Molton, Allen and Williams, Ltd., of Birmingham, Alabama. In 1976, Mr. Wertheim acquired Southwest Mortgage Company. Ten years later, Southwest Mortgage expanded with its own acquisition of Charter Bank for Savings. In 1989, the two companies were merged and Charter Companies was born.

As CEO and Chairman, Mr. Wertheim continues to oversee the operation of each of Charter’s affiliated companies in the banking, mortgage and insurance industries. In addition, Mr. Wertheim is and has long been an active member of and contributor to the business and civic communities served by Charter Companies in New Mexico.

R. Glenn Wertheim
President and Chief Executive Officer of Charter Bank and Mortgage

Glenn Wertheim came to Charter Companies in 1982 from First Interstate Bank in Los Angeles. Prior to becoming President and Chief Executive Officer of Charter Bank in 2001, Mr. Wertheim spent nine years as President of Charter Mortgage Company.

As President and CEO, he is responsible for strategic planning, operations and financial performance, and overseeing Charter Bank’s asset/liability management and financial risk. Outside of Charter, Mr. Wertheim is not only active member of the local business and civic communities, but a leader in the banking and mortgage industries nationally. On Jan. 1, 2008, Mr. Wertheim began his first term as a Director of the Federal Home Loan Bank of Dallas. In addition, he is a member of the Mortgage Bankers Association of America’s Residential Board of Governors and has served on the Executive Committee for the Research Institute for Housing America.

Helen Wertheim, CIC

President, Chief Executive Officer Charter Insurance Services, Inc.

Helen Wertheim was named President and CEO of Charter Insurance in 1998. She had previously spent 10 years with the company, beginning as a Management Trainee and Sales Representative and rising to become Executive Vice President and Managing Officer.

Prior to moving to Albuquerque in 1988, Ms. Wertheim worked in residential lending with Century Bank and H.S. Pickrell Mortgage Co., as well as serving as Marketing Director of the Phoenix-based architectural and engineering firm of Haver, Nunn and Collamer.

Aside from being one of her community’s top female CEOs, Ms. Wertheim is also very active outside of Charter Insurance. She is a member of the Board of Directors of the Greater Albuquerque Chamber of Commerce, a Governor’s Appointee to the New Mexico Commission on the Status of Women, and is active in a number of other community and industry groups. She is also a board member and Campaign Chairwoman for the United Way of Central New Mexico.

Russell Cummins
Executive Vice President, Chief Financial Officer and Chief Information Officer, Charter Companies

Russell Cummins joined Charter Companies in 1992 as Compliance Officer and served in increasingly responsible positions prior to being named Executive Vice President, Chief Financial Officer and Chief Information Officer.

His background includes a degree in Finance and Business Economics from the University of Southern California in 1981. In 1984 Mr. Cummins obtained a Master’s degree in Business Administration from the University of New Mexico’s Robert O. Anderson School of Business.

Mr. Cummins began his career at Sunwest Bank of Albuquerque as an Internal Auditor. In 1984, he joined Security Federal Savings and Loan in Albuquerque as Vice President. He served in various positions at Security Federal, including Controller, Secondary Marketing Officer and Servicing Manager.

Mr. Cummins is an active member of the local community and volunteers his time and efforts for numerous organizations. He chairs the board of Junior Achievement of New Mexico and is also a member of the East Mountain High School Governing Council.

Shirley Scott
Executive Vice President and Chief Operating Officer of Charter Bank

Shirley Scott joined Charter Bank in 1998, after amassing more than 25 years of experience in banking and finance. She began her banking career with First Interstate Bank of Albuquerque in 1970, where she began as a Credit Analyst and progressed to Senior Vice President and Retail Banking Administrator. In 1996, she became Director of Credit Operations for Allegiance Healthcare Corporation in Albuquerque, the largest manufacturer and distributor of health care products in the U.S, with sales of more than $4.5 billion.

Bill Synnamon
President, Santa Fe

Bill Synnamon brings a wealth of banking experience to his current position, in which he is responsible for Charter’s important and growing Santa Fe operations.

Mr. Synnamon came to Charter from Century Bank in Santa Fe, where he was Executive Vice President and Senior Commercial Lender. Prior to Century, he served as Managing Officer of the Santa Fe Office of Norwest Bank New Mexico, NA.

In addition, Mr. Synnamon was with Texas Commerce Bank in Houston and El Paso from 1980-1992, where he held positions ranging from Senior Credit Officer and Lending Manager to Chairman and Chief Executive Officer.

Mr. Synnamon is an active member of the Santa Fe community and has served on various committees and boards of directors for the Santa Fe Children’s Museum, the Santa Fe Boys & Girls Club and the Santa Fe Community Housing Trust. He is also a past campaign chair of the United Way of Santa Fe.

Mr. Synnamon received a BA in Economics and Behavioral Sciences from Rice University in Houston in 1972, and an MBA in Finance from Southern Methodist University in Dallas in 1977.

David J. Weber

Executive Vice President, Chief Operating Office, Charter Commercial Mortgage
Chief Commercial Lending Officer, Charter Bank


David Weber has been active in the commercial real estate lending industry for more than 30 years and has been a key to Charter’s commercial lending success since 1996.

He began his career in 1973 in Oklahoma City with a small, privately held mortgage banking company. He has held executive positions with numerous financial institutions in the areas of construction and permanent commercial mortgage lending, mortgage production, and real estate investment management.

Mr. Weber served as Head of Commercial Mortgage Lending and later as Head of National Commercial Mortgage Operations for PNC Financial Corp. in Louisville, KY.

He relocated to Albuquerque in July, 1996 to become Chief Operating Officer of Charter Commercial Mortgage.

Lyle Greenberg
Executive Vice President, Manager of Residential Mortgage Lending, Charter Companies

Lyle Greenberg joined Charter Companies in 1993 as Vice President of Mortgage Pperations. In 1998, his role was expanded to include the management of several other Charter Mortgage departments. He was named Executive Vice President and Manager of Residential Mortgage Lending in 2006.

From 1991 to 1993, Mr. Greenberg was Vice President of Secondary Marketing and Loan Operations at the Bank of New Mexico, which operated as BNM Mortgage. He also served in various managerial roles at Albuquerque Federal Savings Bank from 1983 to 1991.

Mr. Greenberg is a graduate of the University of New Mexico’s Robert O. Anderson School of Management.

Scott Browning
Senior Vice President, Construction Lending Manager

Scott Browning heads up a very important business line for Charter as the manager of construction and land development lending for Charter bank.

Mr. Browning joined Charter in 2001 as a Vice President and Commercial Lender. He brought with him a wealth of local banking experience, gleaned through nearly three decades of providing financial services in Albuquerque.

He began his career as a Residential Appraiser and progressed over time to become Vice President and Client Manager of the commercial growth division of Bank of America.

Mr. Browning is an active member of the National Association of Industrial and Office Professionals (NAIOP.) He holds a Bachelor of Arts degree in Finance and Economic from the University of New Mexico.

Susan Millspaugh
Senior Vice President Marketing and Marketing Communications.
Residential Mortgage Sales Manager

Susan Millspaugh comes to Charter Bank with 20 years of executive-level sales, marketing, finance and organizational expertise. At Discover Card/Novus Services, Ms. Millspaugh rose from Assistant Vice President to several executive-level positions, including Vice President, Emerging Market Sales and Group Vice President, Relationship Marketing. Most recently, she served as Vice President of Sales and Marketing for APAC Customer Services, where she was responsible for corporate strategic positioning and sales development.

Ms. Millspaugh earned a Masters of Business Administration in marketing and finance from the Lake Forest Graduate School of Management, Lake Forest, Ill. She also holds a Bachelor of Science degree in Business Management, with a Minor in Accounting, from Northwestern University, Evanston, Ill.

Lee Patchell
Senior Vice President, Human Resources
Charter Bank-Mortgage-Insurance

Lee Patchell comes to Charter Bank-Mortgage-Insurance with 15 years of experience in human resources management. Ms. Patchell spent 12 years at Intel Corporation, where she worked her way up from Human Resources Development Representative to Senior Human Resources Manager. In support of up to 1,000 employees at Intel, Lee was responsible for compensation administration, redeployment/restructuring and ensuring sound application of HR guidelines and legal regulations. In addition to HR management skills, Ms. Patchell brings to Charter expertise in coaching, team training, and strategic planning.

Ms. Patchell holds both Bachelors’ and Masters’ Degrees in Business administration, HR Management and Organizational Development, University of New Mexico.
